Clinical Outsourcing Vendor Manager

Our client is a global, research-based biopharmaceutical company.  They have asked us to assist them in their search for a Clinical Outsourcing Vendor Manager.

The Global Pharmaceutical R&D (GPRD) organization provides high quality goods and services at the lowest total acquisition cost through unified, global outsourcing strategies.  Our client has an exciting opportunity for a Clinical Outsourcing Vendor Manager reporting to the Director, Vendor Management.

Major tasks and responsibilities will include:

  • Overall responsibilities include management of all vendor related activities, primarily Clinical Resource Organizations (CRO's).
  • Utilizes performance based contracting when appropriate to protect the company’s interests.
  • Builds and maintains vendor relationships to provide high quality, cost-effective external services.
  • Ensures outsourced activities/contracts are in compliance with Corporate Purchasing, Finance, Quality Assurance and Office of Ethics and Compliance policies.
  • Assists in establishing and responsible for maintaining consistent practices and policies related to vendor activities to insure compliance with Corporate Purchasing, Finance, Quality (QA), Clinical and Office of Ethics and Compliance (OEC) policies.
  • Works with Strategic Sourcing to identify new Preferred Providers for GPRD and actively participate or minimally oversee that terms and conditions, key performance indicators (KPI’s) and metrics conducive to GPRD are executed into the Master Service Agreement (MSA).
  • Drafts, negotiates and executes MSA's for new vendors.
  • Maintains and manages MSA’s for Preferred Providers.
  • Reviews and analyzes metrics data and holds vendors accountable to established performance metrics for vendor activities.
  • Drives the investigation of vendor performance issues and develops solutions to ensure overall performance and quality.
  • Addresses business issues for key Good Clinical Practices (GCP) services providers in conjunction with QA, Development Operations and other related departments on a monthly basis.
  • Escalates issues as defined by KPIs/metrics to vendors, teams, QA, other related departments and/or to Outsourcing management.
  • Provides effective communication both internally and externally with vendors.
  • Leads supplier relationship management by establishing principles, processes and tools to consistently manage suppliers.
  • Assists with building a Supplier Performance Program to monitor and reward suppliers based on performance.
  • Liaises between Corporate Purchasing and Outsourcing for enterprise wide contracts to ensure GPRD needs are met.

We seek candidates with the following qualifications:

  • Bachelor’s degree in a scientific or business related area is required.
  • Advanced degree in a scientific or business related area preferred.
  • Minimum of 7 years of combined experience in clinical research operations and/or financial analysis required.
  • Highly prefer pharmaceutical and / or CRO experience.
  • Extensive knowledge of drug development, project management, quality assurance, manufacturing, clinical research, legal and regulatory functions.
  • Strong understanding of Outsourcing processes, Corporate Purchasing policies, Legal, OEC, QA and Finance policies and procedures.
  • Strong knowledge of company organizations, pipeline, processes, and culture preferred.
  • Ability to successfully operate in a global environment.
  • Demonstrated leadership skills with a very broad business orientation.
  • Responsible to teams but with no direct reporting responsibility/authority for those functional areas.
  • Demonstrated success in managing broad scope projects involving cross-functional teamwork.
  • Proven project management skills.
  • Demonstrated ability to think and plan strategically.
  • High degree of customer focus.
  • Position requires strong analytical skills to understand scientific and financial data, recognize key issues and establish priorities.
  • Must have demonstrated strong negotiation skills through past experience.
  • Excellent communication skills both (written and verbal).
  • Experience in preparing/presenting key information to senior level management.
  • Ability to build and maintain effective internal and external partnerships.
  • Relationship management and influencing skills required.
  • General knowledge in standard business procedures such as portfolio review, finance, and budgeting.
  • Requires problem solving abilities at both strategic and operational level in order to identify and resolve issues related to a contract, or management of the supplier to the contract or management of performance issues.  This involves both internal cross-functional problem solving as well as issue resolution between functional areas and external suppliers.
